Vendor Declarations and Other Records

​​​​​​ ​A movement document must accompany all livestock when leaving a property and must be supplied to the receiver of the stock for: 

  • all transactions involving cattle, sheep, pigs or goat
  • property-to-property sales
  • all other changes of ownership
Only three movement documents are approved for use by the Secretary:
  • National Vendor Declaration (NVD)
  • Tasmanian Generic Vendor Declaration (GVD), or
  • Post-Sale Summary (for livestock movements from saleyards to all destination premises)

Most people will need to use the industry-developed Livestock Production Assured National Vendor Declaration​ for all transactions involving cattle or sheep to ensure that their stock attracts the best price.

Tasmanian Generic Vendor Declarations are now avaliable for download. Tasmanian GVDs can be used for all livestock movements. You should check with your saleyard agent, abattoir, or purchaser to see if they reguire the LPA NVD or the Tasmanian GVD to sell or move your livestock.

For movements that occur from a saleyard, a Post-Sale Summary is now permitted as an approved movement document for transporting livestock to all properties under the Biosecurity (Livestock Traceability) Regulations 2024. 


If you sell livestock, a copy of the movement document must be kept by both parties for a minimum of 7 years for cattle, 5 years for sheep and goats, and 3 years for pigs (these time-frames apply only if you are a livestock owner / producer).

Please note that the time-frames regarding keeping movement document varies between stakeholders. Fact ​sheets​ have been developed to assist people in meeting their obligations under the new Regulations. 

Movement Records for Sheep and Goats​​​​

All sheep and goat movements must now be recorded on the NLIS database.

Electronic identification (eID) for newborn sheep and goats is a requirement in Tasmania from 1 January 2025. 

​By January 2027, all sheep or goats leaving your property must be fitted with an eID, regardless of their age or destination.

Unsafe Cattle

Producers who are unable to tag their cattle in a safe manner, must obtain a permit prior to their dispatch. Producers are now required to supply an RFID​ tag for  each livestock being dispatched without an NLIS tag attached. Please use the application form below:

​​​Earless or Dairy Goats

Producers who are unable to tag their goats due to thin, earless or vascular ears, can now obtain a permit prior to their dispatch. Producers are required to supply an RFID tag for each goat being dispatched without an NLIS tag attached. Please use the application form below:
