Conservation Covenants for Offsets and Compliance

​​​​​​​​​Conservation covenants may be established to meet environmental offset or compliance requirements where impacts cannot be fully avoided.​

What i​​​s an offset covenant?

An offset covenant is a conservation covenant established:

  • as a permit condition, or

  • to meet statutory environmental requirements

These covenants are registered on title and supported by a Nature Conservation Plan.


When offset co​​venants are used

Offset covenants may support compliance under Tasmanian or Australian Government legislation, including the Environment Protection and Biodiversity Conservation Act 1999​.

They do not automatically satisfy offset requirements.

Offset requirements are determined by the relevant approving authority on a case‑by‑case basis.


Roles and​​ ​resp​onsibilities

  • Landowners: manage the land under covenant

  • Proponents: may fund establishment or management

  • Regulators: set offset conditions and oversee compliance

  • PLCP: assesses, registers and administers covenants​
