Draft Data Recording and Reporting Guidelines

​The draft Data Recording and Reporting Guidelines (issued under section 57 of the Act) below are issued to support the Waste Resource and Recovery Act 2022 (which was passed by Parliament in March 2022). There are separate guidelines for landfills, and for resource recovery facilities. They include information about data and reporting requirements, landfill levy returns and movement records, and volumetric surveys. ​​​​

The below draft guidelines were provided to key stakeholders for consultation and feedback was saught during June 2022. ​

Draft Guidelines for Waste Levy Compliance Management Plans

The draft Guideline for Waste Levy Compliance Management Plans is relevant to landfill operators only. It is crucial to ensuring that operational procedures are compliant and other obligations are met under the Waste and Resource Recovery Act. The guideline steps through the necessary information for submitting the Compliance Management Plan. Importantly, the guideline also contains information on conducting and submitting a baseline volumetric survey. 

The Form for the Waste Levy Compliance Management Plan, is the pro-forma document to be used when preparing a compliance management plan.  

The form is to be submitted as an email attachment to WasteLevy@nre.tas.gov.au. Additional supporting documents including site plans, should also be attached to the same email.

Data Recording and Reporting Spreadsheet Tool 

We have developed a data recording and reporting spreadsheet tool for landfill and resource recovery facility operators who do not currently have a way to collect movement records.
 
The tool may be used to enter data directly on-site, to enter data later if collecting paper-based records at the site, or in combination with a computerised weighbridge system. It may also be a useful stand-by if the main system is offline.
 
Use of the tool is optional and facility operators may choose to use their own data collection solutions. Please contact us via the email below if you would like assistance implementing your recording and reporting system.

Application for Exemption under Regulation 27 of the Waste and Resource Recovery Regulations

Under Regulation 27 of the Waste and Resource Recovery Regulations 2022 a person may apply for exemption from some or all provisions of:

  • Part 3 of the Act (the landfill levy)
  • Part 4 of the Act (obligations and offences) and/or
  • The Regulations

​​​​Exemptions will only be considered under exceptional circumstances and where an application provides strong and detailed justification.

Applications should be made using the Application for Exemption Under Regulation 27 of the Waste and Resource Recovery Regulations 2022 Form.  An application fee of 240 fee units applies.
