Draft Data Recording and Reporting Guidelines

The draft Data Recording and Reporting Guidelines (issued under section 57 of the Act) below are issued to support the Waste Resource and Recovery Act 2022 (which was passed by Parliament in March 2022). There is one for landfills, and one for resource recovery facilities. They include information about data and reporting requirements, landfill levy returns and movement records, and volumetric surveys.

The drafts guidelines are provided below for consultation with key stakeholders. While we would like to provide suitable time to consider this, we are conscious of ensuring there is sufficient guidance available for the implementation of the landfill levy, therefore we are seeking feedback by 17 June 2022. Feedback can be sent to WasteLevy@nre.tas.gov.au.

Draft Guidelines for Waste Levy Compliance Management Plans

The draft Guideline for Waste Levy Compliance Management Plans is relevant to landfill operators only. It is crucial to ensuring that operational procedures are compliant and other obligations are met under the Waste and Resource Recovery Act. The guideline steps through the necessary information for submitting the Compliance Management Plan. Importantly, the Guideline also contains information on conducting and submitting a baseline volumetric survey.

The Form for the Waste Levy Compliance Management Plan, is the pro-forma document to be used for submitting the compliance management plan.

The form is to be submitted as an email attachment to WasteLevy@nre.tas.gov.au. Additional supporting documents including site plans, should also be attached to the same email.

Data Recording and Reporting Spreadsheet Tool

We have also developed a data recording and reporting spreadsheet tool for landfill or resource recovery facility operators who do not have a computerised weighbridge system, and do not currently have a way to collect movement records. This may be used either directly on-site or to enter data later if collecting paper-based records at the site. It may also be a useful stand-by if the main system is offline. The tool is currently available for testing by downloading below. We would welcome your comments and suggestions for improvements. Please contact us if you would like a demonstration.
