All Hazards Spatial Infrastructure Project

​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​The All Hazards Spatial Infrastructure Project has been initiated by NRE Tas, to manage the replacement of the ageing LIST infrastructure and deliver leading-edge spatial infrastructures and services to government, industry and the Tasmanian community.

​The Project will deliver a new LISTmap and Common Operating Platform.

The Project is part of the Tasmanian Government's commitment to implement recommendations from the Royal Commission into National Natural Disaster Arrangements​.​

Project update – October 2025​

The All Hazards Spatial Infrastructure Project reached an important milestone in September 2025, with the completion of the Minimum Viable Product. The Minimum Viable Product includes a set of basic infrastructure, security and functionality requirements agreed upon by the Project Implementation Team. 

Features of the Minimum Viable Product include: 

  • Secure storage and management of data in Amazon Web Services architecture. 

  • User interface with 2D map interactivity, viewer with basic tools, and basic layer management. 

  • A workspace component, which will allow users to create, save and share maps.  

  • User authentication and authorisation. 

  • Compatibility with existing NRE Tas infrastructure. 


The next stages of the project will build on the Minimum Viable Product by refining and enhancing the existing features. It will also include developing additional system functionality and capabilities, such as: ​​

  • ​Advanced spatial analysis and data management tools. 

  • Refining functionality for mobile devices. 

The project team will continue to engage stakeholders for feedback and testing as the project progresses. ​

Project update – July 2025​

The contract with Geometry Pty Ltd. has now been finalised and the project has moved into the implementation phase. One of the first actions has been establishing a Project Implementation Team. The Project Implementation Team will drive development of the new system by: 

  • providing technical and project management support

  • refining requirements

  • testing and providing feedback on the new system as it is developed

The Project Implementation Team has already finalised the project plan for the Minimum Viable Product. This was completed in April 2025. The Minimum Viable Product will: 

  • develop the initial system infrastructure and frameworks

  • verify concepts

  • form a basis for testing of and refining core system requirements 

The Minimum Viable Product will be the base for ongoing development, refinement and testing of functionality in a series of staged releases to meet the full system requirements.  

During these stages the project team will engage stakeholders for input, review and testing activities.

Project update – March 2025

Following a multi-stage open tender procurement process a contract has been awarded to Tasmanian company Geometry Pty Ltd. 

NRE Tas will work closely with Geometry Pty Ltd to deliver a new leading edge LISTmap and Common Operating Platform which allows for future system development and growth to accommodate technological advances.

LISTmap and Common Operating Platform currently provide over 3100 spatial datasets over Tasmania. The Common Operating Platform​ is a critical operational infrastructure used by emergency services organisations in the Prevention, Preparedness, Response and Recovery (PPRR) of emergency incidents such as bushfire, flood, health, biosecurity and environmental incidents.​

Project update - June 2024

The All Hazards Spatial Infrastructure Project has recently reached a key project milestone, with the Request for Tender issued in early May 2024.

The development of the Requirement Specifications, Business Requirements and other required tender documentation were completed, with the Request for Tender issued on Saturday 4 May via the Tasmania Government Tenders Website. The Request for Tender can be accessed via the Tasmania Government Tenders Website.

A Tender briefing session was conducted on Wednesday 15 May with just over 50 people attending. The session included a presentation of existing LISTmap and Common Operating Platform system functionality. New concepts and capabilities were also introduced which are requirements of the new solution.

The closing date for the Request for Tender is Friday 28 June.

Evaluation of the submissions and shortlisting will commence shortly after, with an announcement of the preferred provider expected later this year.​
